1907 – Russia and the United Kingdom sign the Anglo-Russian Convention, by which the UK recognizes Russian preeminence in northern Persia, while Russia recognizes British preeminence in southeastern Persia and Afghanistan. Both powers pledge not to interfere in Tibet.
The Anglo-Russian Convention of 1907, or Convention between the United Kingdom and Russia relating to Persia, Afghanistan, and Tibet[1], was signed on August 31, 1907, in St. Petersburg, Russia. It ended the longstanding rivalry in Central Asia and enabled the two countries to outflank the Germans, who were threatening to connect Berlin to Baghdad with a new railroad that would probably align the Ottoman Empire with Germany.

The Convention ended the long dispute over Persia. The United Kingdom promised to stay out of northern Persia, and Russia recognized southern Persia as part of the British sphere of influence. Russia also promised to stay out of Tibet and Afghanistan. In exchange, London extended loans and some political support. [2][3], The convention brought shaky British–Russian relations to the forefront by solidifying boundaries that identified respective control in Persia,[4][5] Afghanistan and Tibet. It delineated spheres of influence in Persia, stipulated that neither country would interfere in Tibet’s internal affairs and recognized Britain’s influence over Afghanistan.[6][7] The agreement led to the formation of the Triple Entente.[7]

Josephine St. Pierre Ruffin (August 31, 1842 – March 13, 1924[1]) was an African-American publisher, journalist, civil rights leader, suffragist, and editor of the Woman’s Era, the first national newspaper published by and for African-American women.

Valerie Kathryn Harper (August 22, 1939 – August 30, 2019) was an American actress. She began her career as a dancer on Broadway, making her debut in the musical Take Me Along in 1959. Harper is best remembered for her role as Rhoda Morgenstern on The Mary Tyler Moore Show (1970–77) and its spin-off Rhoda (1974–78). For her work on Mary Tyler Moore, she thrice received the Primetime Emmy Award for Outstanding Supporting Actress in a Comedy Series, and later received the award for Outstanding Lead Actress in a Comedy Series for her work on Rhoda.

From 1986 to 1987, Harper appeared as Valerie Hogan on the sitcom Valerie. Her film appearances include roles in Freebie and the Bean (1974) and Chapter Two (1979), both of which garnered her Golden Globe Award nominations. Harper returned to stage work in her later career, appearing in several Broadway productions. In 2010, she was nominated for the Tony Award for Best Actress in a Play for her performance as Tallulah Bankhead in the play Looped.
